Buildings account for 70% of New York City’s carbon emissions. The Climate Mobilization Act was introduced in 2019, with the goal of making New York City carbon-neutral by 2050. Included in these initiatives is Local Law 97 (LL97).

Under LL97, multifamily and commercial buildings over 25,000 sq.ft will be subject to fines based carbon emission limitations. The annual fines will come into effect in 2024 and increase in 2030. Identified buildings will be fined $268 for every ton of CO2 beyond the outlined limit for that building type.

Starting in 2025, buildings will be required to submit a report summarizing their GHG emissions for the previous calendar year. This report must be prepared by a registered LL97 energy professional and will be required annually. Building owners who do not meet these requirements will be fined on an annual basis.
